Leah Rowe 0aa99f4bf8 tree.sh: only create elfdir in copy_elf() ...

otherwise, we create empty directories where build.list
doesn't exist, like on coreboot.

we already create a directory when needed, when actually
copying elf files, so let's just leave it at that.
